For example, to form a criminal field , it is necessary to have a State that, first of all, creates all the conditions for the formation of this field, and then creates in its environment similar structures to combat this field, and the more effective the conditions for creating the criminal field, the more difficult and sophisticated have to be the means to combat it. If these conditions have not been created, the State would have nothing to be engaged in. The criminal field and the structure that fights against it, are often mixed up, although this is the same and they are supplied from the same source.
